Proposals

a. Governance Proposals:

  • Purpose: The backbone of change within the Collective. They offer a pathway for Administrators to present changes, amendments, or initiatives they believe will enhance the Collective's overall function or rectify identified issues.

  • Scope: Governance Proposals are to be enacted anytime a Department wishes to act outside of their Direct Operating Agreement or amend what that operations agreement details. If a Department wishes to make a change, i.e. receiving more money for projects, a Governance Proposal must be submitted to the entire Collective community.

  • Action:

    • Each month, every Department will be allocated 2 Proposal Tokens for submitting proposals to the Collective. These tokens can be used at any time and/or frequency that the Department wishes but are limited to the quantity of Proposal Tokens they hold. These tokens cannot carry over, so if a Department only submits one proposal in one month, they would not be able to hold 3 in the following.

    • After a proposal is submitted, that Proposal token will be “burned” by the Collective. However, if the proposal passes the community vote that token will be returned to the Department to keep submitting valuable proposals to the Collective. This way, the Departments that are making real progress that the Collective is supporting, are able to continue to make proposals until their token quantity reaches 0. This will also work to curb the Departments that are seemingly “wasting” time and resources, since without a passing vote you are limited to the number of proposals that can be submitted.

    • When a Department submits a proposal, it will be voted on by the Collective community members.

b. Emergency Proposals:

  • Purpose: Specifically designed to swiftly address urgent issues or alleged misdemeanors. It's a safeguard mechanism ensuring checks and balances in the system.

  • Procedure:

    • In order to curb the potential of Department entities performing nefarious activity, an Emergency Proposal System has been envisioned.

    • This will work by allowing another Department to create an emergency proposal without using one of their given Governance Proposals. These proposals will allow for a temporary pause on operations until the Collective community is able to vote on the future of the Department.

    • In order for an emergency proposal to be implemented more than one Department Administrator will be required to be on the same proposal.

    • In order for one of these Emergency Governance Proposals to vote, it must be a unanimous decision by the remaining Departments . Once this vote has passed, a temporary pause on all nefarious activity will be implemented. This will allow time for the Department Administrators to properly present the information to the Collective community and allow them to decide the direction of the Collective via a vote.

    • Examples of Emergency Governance Proposals could be, but are not limited to:

      • Remove an entity from power and do a re-election

      • Potentially limit the power of one of the various Departments

      • Emergency funding for a specific department

Voting Thresholds & Quorums

a. General Proposal Voting:

  • In order to vote, each individual in the Collective must have a KYC'd wallet (one vote per Governance Proposal). The ideology for this 1 to 1 voting power is to limit the potential for a single person in the market to easily sway the direction of a vote. The intention is to enable equal and fair opportunities for everyone’s voice to be heard.

    • This means regardless of the amount of $GG tokens held, each KYC’d account will receive 1 vote.

  • Threshold: A 61% approval rate ensures that there's a clear majority in favor, while still being inclusive of diverse opinions.

  • Quorum: A minimum of 30% participation from the Collective community is mandated. This mechanism ensures that decisions reflect the collective will and are not made by a small subset of the community.

b. Emergency Proposals Voting:

  • Threshold: Demands complete unanimity among the remaining Departments. This ensures that emergency decisions, which could potentially have significant ramifications, are made with broad agreement.

  • Community members will be given voting tokens similarly to that of regular proposals, ensuring that only 1 vote is given per KYC’d wallet.
